My ipad is not able to locate me

Hey guys i have a Ipad mini i dont know why is my ipad not able to locate me. i wanted to check maps then i noticed my location services is not working. everything is right in setting but this started after the update to ios 9 i think because till ios 8 and on it was working perfectly i checked the internet for solution i saw many had this problem i did everything i reseted network settings, reseted location and again i updated to ios 9.3.3 through itunes so please anybody have the solution for this.
